Jiangsu Governor Liu Xiaotao Inspects Seahi Marine Robots

Recently, Liu Xiaotao, Deputy Secretary of the Jiangsu Provincial Party Committee and Governor of Jiangsu Province, inspected Seahi "Orca"marine robot. During the visit, Cao Ying, Co-Founder and Chief Operating Officer of Seahi Robotics, briefed the Governor on the company's breakthroughs in core technologies, iterative product upgrades, and industrial deployment. Governor Liu expressed keen interest in Seahi’s pioneering exploration and applications in the field of marine embodied intelligence.

As a global leader in marine embodied AI robotics, Seahi Robotics continues to reinforce its edge in technological breakthroughs, industry standard formulation, and international expansion. In April, Seahi released CEORION, the world’s first large language model for marine embodied intelligence. Trained on real-world commercial offshore operational data, the model addresses critical industry challenges, including complex marine environments, frequent communication disruptions, and highly dynamic operating conditions. Powered by CEORION, the robots can autonomously perform 12 major categories of underwater tasks—such as inspection, cleaning, cutting, exploration, and search and rescue—achieving a task success rate and precision pick-and-place success rate of over 90%. Furthermore, the model demonstrates a zero-shot adaptation rate of over 70% in unfamiliar waters, while its built-in intelligent obstacle avoidance system reduces underwater collision risks by 80%. Even in deep-sea environments with no network coverage or weak signals, the robots can make autonomous decisions and execute full-lifecycle operations independently.

Seahi’s marine robots feature full-degree-of-freedom operational capabilities across all ocean depths, ranging from surface to 10,000 meters. "The ocean represents one of the most challenging application environments for robotics technology. Extreme conditions—such as low light, high turbidity, complex currents, communication constraints, and high-pressure corrosion—demand exceptional reliability, autonomy, and operational performance," stated Cao Ying. To address these industry pain points, Seahi pursued independent R&D to engineer six core systems, including propulsion, control, sensing, and navigation, completely overcoming the technical bottlenecks of underwater operations.

In January 2026, Seahi Robotics led a coalition including national institutions such as the Water Transport Research Institute of the Ministry of Transport to draft China’s first Operating Regulations for Underwater Cleaning Robots, filling a key regulatory gap and establishing unified industry standards for underwater intelligent operations in China. In March, Seahi was awarded the First Prize of the Science and Technology Progress Award by the China Institute of Navigation, standing out as the only private enterprise to lead a winning project that year. In April, Seahi was selected for the Singapore Maritime and Port Authority’s national Call for Proposals (CFP) program, marking a strategic evolution from exporting products to exporting standards and industry ecosystems.

To date, Seahi Robotics has completed underwater cleaning operations for over 1,000 vessels. In partnership with China National Nuclear Corporation (CNNC), the company launched the world’s first offshore photovoltaic maintenance robot and has established routine operations across more than 10 core hubs, including the Ports of Yantai and Tianjin. The Orca marine robot has been successfully deployed across smart ports, offshore engineering, and maritime service sectors, serving clients across multiple countries and regions worldwide. From vessel hull cleaning and offshore PV maintenance to smart port inspections, Seahi Robotics leverages its full-stack, in-house developed technologies to continually expand the boundaries of marine intelligent operations—converting new quality productive forces in the marine sector into robust support for national maritime strategies.
