On September 25, the 18th China Ocean Forum was held in Xiangshan, where the list of 2024 “Young Scientists for a Maritime Power” and their nominees was announced. Chen Xiaobo, founder of Seahi Intelligent, was nominated for the “Young Scientists for a Maritime Power” award, marking the first time an entrepreneur has been selected for this honor.

Chen Xiaobo, a state-sponsored international student, is a joint Ph.D. candidate at Harbin Engineering University and the University of Melbourne. He serves as an external graduate advisor at Harbin Engineering University and previously chaired the “E-Only” Association under the Deng Xiaoping Innovation and Technology Team. Recipient of the First Prize in National Defense Science and Technology Progress Award, champion of the China Robot Competition, recognized as a national-level talent, featured on the “Science and Technology Innovation China” Youth Entrepreneurship List, the Pioneer Entrepreneurs Under 35 List, Zhongguancun U30, and Zhongguancun R20 Robot Golden Seed Program. His flagship product secured the “First-of-its-Kind Key Technology Equipment” designation. He served as Technical Director for the inaugural project of a marine intelligent equipment model, led multiple national-level unmanned systems and navigation projects as chief technologist, spearheaded the development of one national industry standard, published five SCI-indexed high-impact academic papers, and holds over 50 national patents in underwater robotics, intelligent vessels, unmanned systems, and navigation technologies. He has received more than 20 international and national awards in science and technology competitions.
